At Women’s Empowerment Link (WEL), fostering accountability and transparency in governance is at the heart of our mission. A recent initiative in Kuresoi North exemplified this commitment, as women actively used scorecards to evaluate their Members of County Assembly (MCAs) on progress toward fulfilling key promises. This impactful exercise underscores the power of collective action in holding leaders accountable and ensuring they deliver on their commitments.
Good governance thrives on active citizen participation, and women are proving to be instrumental in driving accountability within their communities. In Kuresoi North, WEL facilitated a dynamic initiative where women assessed the performance of their MCAs against predefined benchmarks. By using scorecards, participants could track tangible progress on issues such as infrastructure development, healthcare access, education, and resource allocation.
This approach empowers women not only to voice their concerns but also to take a proactive role in monitoring and advocating for change. It aligns with WEL’s broader vision of ensuring that governance structures are inclusive and responsive to the needs of all citizens.
The scorecard exercise was rooted in collaboration and community engagement. Here’s how it unfolded:
Setting the Benchmarks: Through participatory discussions, community members identified priority areas and key indicators to assess their MCAs’ performance. This ensured the process was tailored to the specific needs and expectations of the community.
Data Collection: Women’s groups conducted surveys and collected qualitative data on the progress of various initiatives. This step involved engaging with diverse stakeholders, including youth, elders, and local organizations, to gather comprehensive insights.
Evaluation and Scoring: The collected data was analyzed, and MCAs were scored against the agreed benchmarks. This transparent and inclusive process provided a clear picture of their achievements and areas needing improvement.
Public Forums: The results were presented in open forums, where community members discussed findings and jointly developed action plans to address identified gaps. These forums also provided an opportunity for MCAs to respond to the evaluations and commit to specific next steps.
The Kuresoi North initiative yielded several notable outcomes:
Increased Transparency: The scorecards highlighted areas where progress was lagging, fostering greater transparency and accountability among elected officials.
Empowered Women Leaders: By leading the exercise, women demonstrated their capacity to influence governance processes and advocate for community priorities.
Enhanced Community Engagement: The initiative brought together diverse community members, fostering unity and collective action toward shared goals.
Constructive Dialogue: Public forums facilitated open and constructive dialogue between citizens and their leaders, strengthening trust and collaboration.
While the initiative was largely successful, it also highlighted challenges that need to be addressed:
Cultural Barriers: In some instances, cultural norms limited women’s full participation in the process. Addressing these barriers requires continuous advocacy and community sensitization.
Resource Constraints: Limited resources sometimes hampered the scope and reach of the exercise. Sustainable funding and partnerships are essential for scaling such initiatives.
Follow-Up Mechanisms: Ensuring that action plans are implemented requires robust follow-up mechanisms and continued community engagement.
Despite these challenges, the lessons learned provide a roadmap for improving future initiatives and replicating this model in other regions.
This initiative was made possible through the support of the United Nations Democracy Fund and other partners committed to advancing good governance. By pooling resources and expertise, we can amplify the impact of community-driven accountability efforts and create sustainable change.
Building on the success of the Kuresoi North initiative, WEL plans to:
Expand the Model: Roll out similar scorecard initiatives in other counties to foster a culture of accountability nationwide.
Strengthen Capacity: Provide additional training and resources to women leaders to enhance their skills in governance and advocacy.
Advocate for Policy Change: Work with policymakers to institutionalize citizen-led accountability mechanisms within governance frameworks.
Promote Inclusivity: Ensure that marginalized groups, including youth and persons with disabilities, are actively involved in accountability processes.
The Kuresoi North scorecard initiative is a testament to the transformative power of community-driven accountability. By empowering women to lead these efforts, WEL is fostering a more transparent, inclusive, and responsive governance system. As we continue to advocate for active accountability, we are reminded that when citizens and leaders work together, progress becomes inevitable.
WEL remains committed to supporting women as catalysts for change, proving that true democracy thrives when every voice is heard, and every leader is held accountable.
