Ellys Otieno is a seasoned development professional with over a decade of experience driving impactful community initiatives and robust data systems. Currently serving as the Regional Coordinator for the Coast and Lower Eastern regions under the  FIYMA program, at WEL. Ellys brings a wealth of expertise in strategic oversight, technical capacity building, and vision actualization.
Ellys possesses a unique, multi-disciplinary educational background that bridges Information and Communication Technology (ICT) with Public and Community Health. This powerful combination allows him to approach complex development challenges with both a tech-forward mindset and a deeply rooted understanding of community well-being.
His professional background includes over eight years of specialized practice in Monitoring and Evaluation (M&E) at both technical and operational levels, where he has focused on transforming raw data into prescriptive and actionable insights to ensure accountability and program success. Additionally, Ellys has over ten years in community development, working on grassroots programs with youth groups and women’s health rights and empowerment groups.
