Consultancy to Support the National Police Service in Implementing Standard Operating Procedures for Gender-Based Violence Response

Women’s Empowerment Link (WEL) seeks a consultant to facilitate the implementation of Standard Operating Procedures (SOPs) for addressing Gender-Based Violence (GBV) within the National Police Service (NPS). The 60-day assignment involves conducting a Training Needs Assessment (TNA) for police officers, developing a comprehensive training manual, and organizing a Training of Trainers (ToTs) workshop.

Key deliverables include:

  • Conducting a TNA to identify gaps and create tailored implementation strategies.
  • Developing a comprehensive training manual and handbook.
  • Facilitating capacity-building sessions for police trainers to ensure effective SOP implementation.

The consultancy aims to improve police services for GBV survivors across five Kenyan counties: Mombasa, Kwale, Nakuru, Kisumu, and Nairobi. Applicants must demonstrate expertise in needs assessments, training development, and GBV-focused interventions.
