Consultancy to Develop a Comprehensive Monitoring and Evaluation Framework for Women’s Empowerment Link

Women’s Empowerment Link (WEL) seeks a consultant to develop a Monitoring and Evaluation (M&E) framework to enhance accountability, governance, and the effectiveness of its programs addressing gender-based violence (GBV). The 30-day assignment includes creating a framework for continuous assessment, data-driven decision-making, and actionable insights.

Key deliverables include:

• Reviewing existing policies and identifying key indicators for tracking progress.
• Developing a comprehensive M&E framework and implementation plan.
• Establishing an M&E reporting system and providing staff training for operational rollout.

The consultant must demonstrate expertise in M&E systems, capacity building, and gender-sensitive program evaluations, with the aim of advancing WEL’s objectives in empowering women and girls across Kenya.
